CALL FOR TENDERS NO. 14/2025

Haldex S.A. invites bids for:

Execution of an energy audit of Haldex S.A. in 2025.

Detailed Scope of Work (ToR)

1. Type of order: Call for Tenders No. 14/2025.
2. Order completion date: until 30.11.2025.
3. Scope of service in accordance with PN-EN 16247:2014 and Article 38(1) of the Act of 20 May 2016 on Energy Efficiency (Journal of Laws 2016, item 831).
   • 3.1. Locations for the energy audit:
     • 3.1.1. NZW Coal and Aggregate Production Facility, 43-190 Mikołów, ul. Kościuszki 200, 6 buildings.
     • 3.1.2. NZW Coal and Aggregate Production Facility, 41-400 Mysłowice, ul. Cmentarna 15, 10 buildings.
     • 3.1.3. NZG Granulation and Mine Services Facility, 41-800 Zabrze, ul. Makoszowska 6, 7 buildings.
     • 3.1.4. PV Power Plant Makoszowy, 41-800 Zabrze, ul. Makoszowska, 1 building.
     • 3.1.5. IZR Repair Facility Knurów-FOCH, ul. Targowa 1, 1 building.
     • 3.1.6. IZR Repair Facility Knurów-FOCH, ul. Szpitalna, 5 buildings.
     • 3.1.7. Installed photovoltaic systems:
       • 3.1.7.1. PV Power Plant Haldex Makoszowy – commissioned in 2024, capacity 1999.98 kWp.
       • 3.1.7.2. Zabrze Makoszowy – commissioned in 2020, capacity 27.84 kWp.
       • 3.1.7.3. Mysłowice Brzezinka – commissioned in 2020, capacity 49.95 kWp.
       • 3.1.7.4. Knurów Targowa 1 – FOCH – commissioned in 2020, capacity 49.40 kWp (currently being upgraded to 227 kWp).
       • 3.1.7.5. Knurów Szpitalna – FOCH – commissioned in 2021, capacity 49.28 kWp.
   • 3.2. Scope of tasks within the audit includes:
     • 3.2.1. Analysis of energy consumption and procurement contracts,
     • 3.2.2. Analysis of selected processes and operation of auxiliary installations (e.g., PV),
     • 3.2.3. Analysis of the company’s buildings,
     • 3.2.4. Identification of losses increasing the company’s energy intensity,
     • 3.2.5. Conclusions and recommendations on improving the company’s energy efficiency.

4. Execution period: up to three months from order placement, but no later than 30.11.2025.
5. The Contracting Authority does not allow remote performance of the audit. On-site presence during the audit is required. Previous Energy Audits of the Company will be made available to the Contractor. At the tender stage, audits are available for inspection at the Contracting Authority’s headquarters.
6. The Contracting Authority provides necessary information and workspace during the audit.
7. The bidder is obliged, before submitting an offer, to arrange and conduct a site visit in the presence of the person providing additional information in accordance with item 23.
8. Offers must be submitted in one copy on the attached Offer Form, in a sealed envelope (with the note: Corporate Department, CO No. 14/2025, name of the bidder, subject of the order) at the registered office of HALDEX S.A., Pl. Grunwaldzki 8/10, Katowice, Corporate Department room no. 542, on working days between 07:00–14:00, or sent electronically as a password-protected file (e.g., 7-Zip, WinRAR) to: haldex@haldex.com.pl.
9. If the offer is submitted electronically, the bidder must provide the access password in the body of the email sent to: haldex@haldex.com.pl, no later than by the deadline for opening offers indicated in item 21.
10. Due to the work system of the Facilities, the service must be performed on working days.
11. Offer submission deadline: 25.08.2025, by 8:00 a.m. The date and time of delivery to the Contracting Authority’s headquarters / email address is decisive.
12. Offers cannot be opened before the deadline for opening offers.
13. No bid bond or performance bond is required.
14. Partial offers are not accepted.
15. Final settlement based on the delivered Audit in paper form (2 copies) and electronic version, as well as confirmation of submission to the Energy Regulatory Office (URE).
16. Offer validity period – 30 days from the final deadline for submission of offers.
17. Evaluation criteria – 100% net price.
18. The offer price must be given in PLN.
19. The Contracting Authority reserves the right to conduct negotiations with bidders whose offers have been properly submitted and qualified for the next stage of the procedure.
20. The Contracting Authority reserves the right to freely choose the offer, or to declare the tender void, without providing reasons.
21. The official opening of offers will take place on 25.08.2025 at 10:00 a.m. in Zabrze, ul. Makoszowska 6, conference room. The presence of bidders at the opening is not anticipated.
22. For electronic offers, opening will be carried out by decrypting with the access code/password provided by the bidder to the Contracting Authority within the deadline specified in item 21.

24. The procedure will be conducted in accordance with the Haldex S.A. Procurement Regulations, available at haldex.com.pl in the “Tenders and Competitions” section and for inspection at the Corporate Department at the Contracting Authority’s headquarters.
